A bully in Luke's preschool

There is this little black girl that is the bully of Luke's preschool class. She is taller than most of the other preschoolers but Luke is taller than her. She beats up on the younger kids of the class and is just a terror to her teacher and any volunteer parents. (She is an only child, just got taken from her Mom's house in TN to live with her Dad here, and there is no discipline in their household so there is some pity there)

The teacher is aware of this little girl* but Luke know "claims" he is afraid of her and doesn't want to go to class. When I volunteer at the school I see this little girl constantly trying to talk to Luke and he doesn't give her any attention and I never see her being mean to him. The teacher confirms this so he is not being bullied by this girl but he sees other kids getting bullied by her.

There is a NO BULLYING policy at their school but I am pretty sure they won't kick this 4yr old out of school (keep your fingers crossed).

Here is my question. What do I tell Luke? My advice now is just to say "Play nice" when she is being mean to his friends and then tell the teacher.

Here is an idea!
Have luke eat lots of garlic before he goes to school and then tell him to talk a lot to the bully to become friends.

What about telling him that if someone is being mean to his friends that he can tell the bully not to do it. If he isn't afraid of her, having someone stand up to her might make her back down. And if she doesn't back down, at least Luke's friends will know he stuck up for them, and may do the same for themselves or for others. Sometimes all it takes is one person to stand up to let others know it's okay to do the same.
